Robert Breazeal
|
Robert Breazeal has 30 years of experience working in the repair and test of transformers, breakers, and rotating equipment. He currently is working as a Test Tech A in the SCE Distribution Apparatus Repair Facility concentrating on condition assessment and failure analysis of transformers removed from service.
Robert has spent the last two years developing a protocol for extrapolation of per phase power factor values utilizing a cross energization method. A paper has been written which summarizes the protocols and interpretation of results. He is currently studying the use of variable frequency power factor and frequency response technology to this method.

Donald W. Platts, P.E.
|
Don Platts' career has been in the electric utility industry, with PPL Electric Utilities, SPX Transformer Solutions (formerly known as Waukesha Electric Systems) - an equipment supplier to the industry, and as an independent consultant. During more than 40 years in engineering, he has work experience in multiple functional areas related to transformer applications, from product specification and design studies, to purchase contracts (with approved supplier evaluations, factory inspections, and witness testing programs), to maintenance programs, and failure analysis of distribution and power transformers. In these senior level roles he worked closely with management, engineering groups, field crews, and manufacturers. He also participated in, or led, external engineering committees and working groups at PJM, EEI, NERC, and IEEE. Don has also provided technical support for a power transformer manufacturer Sales and Marketing group, working directly with customers; providing recommendations for application issues and correctly specifying equipment to meet the customer’s needs.
Building on this experience, Don now serves clients as a consulting engineer providing support for major equipment purchase contracts. This includes loading studies, specification development and approved supplier evaluations; through the factory in-process quality inspections, and witness of factory acceptance testing. In addition, he offers engineering supervision of installation and maintenance activities (including test result analysis, DGA analysis and condition assessment programs), as well as failure analysis. He has presented technical papers, and training modules related to utility transformer applications at industry conferences and seminars sponsored by several organizations.
Don has been an active participant in the IEEE PES Transformers Committee for over 26 years. After serving as several task force and working group chairs, he was the Insulation Life subcommittee chair for 10 years. Then he accepted an appointment to the officer rotation, where he was Secretary and then Vice Chair, each for 2 years. Now he serves as the Chair of the Committee for 2014 and 2015. He is also a member of the IEEE PES Technical Council.
Don received his BS in Electrical Engineering from Lafayette College and is a licensed Professional Engineer in Pennsylvania.

Charles Sweetser
|
Charles Sweetser worked for 18 years in the electrical apparatus diagnostic and consulting business. He has published several technical papers for IEEE and other industry forums. As a member of IEEE Power & Energy Society (PES) for 14 years, he actively participates in the IEEE Transformers Committee, where he held the position of Chair of the FRA Working Group PC57.149 until publication in March 2013.
